How to add a VFX Envelope
First, load "Patcher".
"Patcher" is required to use "VFX Envelope".
(Even if you load "VFX Envelope" directly, it will be loaded together with "Patcher")
Also, "VFX Envelope" is registered as an effect.
It is in "New" of "Effects".
After loading the patcher, click "VFX Envelope" from "Effects"-> "New".
Load the appropriate FL-attached sound source here.
