The name is FLEX.
GUI
It's not perfect yet, but the GUI is open to the public.

What is the release date?
This is not clear. As of February 26th, Scott posted the following image on the Image-Line Forum, so it doesn't seem to be such a distant future.

FL Studio owners will be distributed for free!
However, this is a version that can be played only on the surface of the interface, and a version that can be finely set may release a paid plug-in such as FLEXXXX.
And there is a lot of content that can be used for free, and paid (not expensive) content will be released.
