It's all noise, so please be careful of the volume.
I tried layering it on the drum.
You might not notice it just by listening to it, but there's a big difference when you listen to it with it on and off.

Go to the link above, click on the appropriate OS, enter "0" and click "I want this!"
You will be asked for your email address, so enter your email address and click "Get"
Click the appropriate download.
Basically, "VST3" is fine.
Installation
After unzipping the downloaded file, simply put the "VHS Noise Generator Windows 64-bit VST3 v1.0" folder into the VST3 folder and you're done.
