In conclusion, as of December 2019, 12, you can no longer get it for free.
I can download it from the Computer Music Magazine site, but I can't get the serial number.
It is exactly the same as No. 251 except for the special appendix.
Since you cannot get a special appendix, there is no merit to purchase this issue specially other than the contents of the book.
